Two constructions get you there. An elastic gathered neckline stretches on and grips wherever it lands, cheap to make and quick to slip once the elastic is thin or worn. A structured band uses boning, thin flexible strips sewn inside the fabric, or a firm underlayer at the neckline instead, holding its position with less reliance on tension against the skin.
